Nearly 600,000 homes and businesses still without electricity

Several days after skies cleared and winds died down in Florida, the impact of Hurricane Ian was still being felt on Monday, when some victims may be without power for another week and others had to be rescued from homes flooded by waters that refused to recede.

The storm continues to move up the east coast of the United States and dump heavy rains there. Meteorologists have warned that offshore winds blowing towards land could push even more water into an already flooded Chesapeake Bay. Virginia's Hampton Roads area could be hit with its worst flooding in a decade.

The cities of Norfolk and Virginia Beach have declared states of emergency, pending Monday's magnitude of tides. Coastal flooding is possible in North Carolina from the Outer Banks to Long Island.

The death toll stands at at least 68: 61 in Florida, four in North Carolina and three in Cuba, where Ian made landfall on September 27.

Relief efforts continued Monday in Florida. More than 1,600 people have already been rescued across the state, Florida officials say.

Fort Myers Beach Mayor Ray Murphy told the NBC network that those affected who have been evacuated generally cannot yet return home, as relief operations will continue for a few more days.

Washed-out bridges, flooded roads, sporadic cell service, a lack of running water, and power and internet outages have left hundreds of thousands of people nearly cut off from the world. The situation in some places may not improve for several days, as the rivers overflow and the rain that has fallen has nowhere to flow.

Some 600,000 homes and businesses remained without power across Florida as of Monday morning, up from 2.6 million at the height of the crisis. The authorities hope to have reconnected customers whose electricity infrastructure is intact by Sunday, but they have warned that this infrastructure will have to be rebuilt in some places.

President Joe Biden and First Lady Jill Biden are expected in Florida on Wednesday.

In Virginia, bad weather forced the US Navy to postpone the deployment of the country's most sophisticated aircraft carrier, the USS  Gerald R Ford , which was due to sail from Norfolk on Monday to participate in NATO exercises in the Pacific.
